The Outlook was prepared by the SHAPE SEA Program (Strengthening Human Rights and Peace Education and Research in ASEAN/Southeast Asia) which is being run jointly by the Southeast Asian Human Rights Studies Network (SEAHRN) and the ASEAN University Network- Human Rights Education (AUN-HRE). These are regional networks of universities in Southeast Asia.

This series of Outlooks will provide an insight on human rights in the countries of Southeast Asia in specific time periods. In this manner we hope the entire series will provide an in depth examination of the progression or regression of human rights in our region.
